The spokesperson for the United Nations stated today, Friday, that Secretary-General Antonio Guterres has sent a message to Russia, Ukraine, and Turkey expressing his concern regarding the implementation of an agreement that allows for the safe export of grain during the war from several Ukrainian ports on the Black Sea. The UN noted that no ships have been inspected under the agreement made in July 2022 "because both parties need more time to reach an agreement on operational priorities." It confirmed that dozens of ships are awaiting inspection before sailing to Ukraine.
Spokesperson Stefan Dujarric stated: "There are differing views on which ships will be registered and inspected in the coming days," adding that there are "serious discussions" on this matter within the Joint Coordination Center in Istanbul, composed of Russian, Ukrainian, and Turkish officials, along with the UN. He continued: "Until recently, the Ukrainian port authorities submitted requests for the registration of new ships, and all parties agreed to register them and proceed with their inspection. This is an established practice in line with Ukraine's role in managing port activities."
He further stated: "We support the implementation of the agreed-upon procedures and can facilitate discussions regarding any proposed changes. However, any changes must be approved by all parties within the Joint Coordination Center." The Russian Foreign Ministry stated on Thursday that there is "no need to talk about an additional extension of the Black Sea initiative beyond May 18" unless progress is made in resolving issues related to Russia's food and fertilizer exports.
