Hello from Doha: Lebanon as a New Investment Destination!

The Minister of Economy and Trade in the caretaker government, Amin Salam, met in the Qatari capital, Doha, with the President of the Qatari Bar Association, Mr. Mubarak Al-Sulaiti. They discussed a partnership for cooperation between their two associations to "enhance and document collaboration between lawyers and professional associations in both countries." Minister Salam, being an international lawyer before assuming his ministerial role, expressed his commitment to this initiative.

Salam stated, "The lawyer is the protector of justice and independence. Thus, believing in the necessity of the Bar Association's presence at any event to facilitate legal exchanges and enhance the sharing of documents and information related to various aspects of law and jurisprudence, as well as organizing workshops for lawyers and simplifying company registrations in both countries to reinforce this cooperation, we took this step to complete the brotherhood relationship between Lebanon and Qatar and to put our relations and capabilities at the service of our two peoples and attract investments from our Arab and Gulf brothers, including our Qatari brothers."

He added, "We all know that capital is cautious, so it is essential to prepare the ground of law and justice by enhancing trust in the judiciary and developing means to achieve justice and improve its performance. Justice is the primary driver for development and attracting investments that align with the economic and social transformations being witnessed by diverse societies, by facilitating access to the doors of law and justice, modernizing legislation to meet the developments of our era, and ensuring compliance with international obligations related to human rights, deciding cases within a reasonable timeframe, and guaranteeing the judicial security necessary to improve the business climate and support the effectiveness and transparency of the judiciary—utilizing what information technology offers and alternative dispute resolution methods. This is considered a stronghold and protector for investors in Lebanon, and such activities and efforts must be among the objectives of cooperation between the Qatari and Lebanese Bar Associations."

He continued, "Affirming the Lebanese state's intention today and in the future to keep pace with the times, the reliance on information technology and digital transformation is a serious endeavor in Lebanon. For example, the Ministry of Economy has taken this step as the first ministry in Lebanon to head toward digital transformation and electronic governance, aiming to achieve greater transparency and reduce corruption, waste, and the loss of opportunities and time."

Minister Salam concluded, "This is our journey towards the new Lebanon, a destination for investment and an opportunity to benefit from several attractive factors and incentives within the Lebanese investment market, including the low cost of Lebanese labor, the availability of young talents with higher degrees, reasonable tax conditions, and the continued freedom of financial transfers from and to Lebanon."

The meeting ended with an initiative to begin cooperation, affirming that the meeting "will outline a bright and flourishing future for both countries in exchanging enriching and strong experiences and jurisprudence at the level of chambers and courts, while also confirming that Lebanon is a destination for Qatari investments, guided by both associations."
