In response to reports in the media that the German court in Munich canceled the arrest warrant issued against the accused, former Governor of the Central Bank of Lebanon, Riad Salameh, which was disseminated via Interpol, Head of the Legal Affairs Committee at the Ministry of Justice, Judge Helena Iskander, clarified in a statement that "this news is correct and the reason for canceling the warrant is that German law requires the fulfillment of two combined conditions for issuing an arrest warrant: the first is the necessity of having serious doubts about the accused committing the crime. The second is that, in addition to the first condition, there must be a significant risk of the accused fleeing or attempting to destroy evidence."
Iskander added in her explanatory statement that "since the German court canceled the arrest warrant solely due to the lack of the second condition regarding the possibility of the accused fleeing or destroying evidence, while confirming the existence of the first condition regarding substantial evidence of the accused's commission of the pursued crime, the procedures for seizing the assets of the accused, Riad Salameh, will remain effective regardless of the existence of an arrest warrant against him or not, as the cancellation of the arrest warrant does not have negative consequences on the procedures for seizing the accused's funds and properties in Germany."
