Measures to Address the Stray Dog Phenomenon in Tripoli

The Governor of North Lebanon, Judge Ramzi Nohra, issued a circular concerning the management of the phenomenon of stray dogs and the need to reduce their attacks on citizens. The circular states: "Based on the directives of the Minister of Interior and Municipalities, and following our previous letters and circulars on this matter, and in light of the worsening situation regarding the spread of stray dogs in the streets of Tripoli and the port area, along with numerous complaints about incidents of harm and panic caused by them. Following severe attacks on many citizens by stray dogs, which resulted in physical injuries, you are requested, based on the municipality's authority in this regard, to assign someone to gather all stray dogs in the streets of the Tripoli district, particularly in the cities of Tripoli and the port area where this phenomenon is most prevalent, and transfer them to designated places for their care in coordination with animal welfare organizations. Furthermore, all citizens wishing to keep pets, including dogs, are warned to take all necessary measures to prevent harm to neighbors or others, under the threat of liability, and to promptly provide us with the procedures and measures you have taken to address this phenomenon."
