The President of the Yemeni Presidential Leadership Council appointed Ahmed Ould Bin Mubarak as Prime Minister on Monday evening, replacing Dr. Maeen Abdulmalik. Who is the newly appointed Prime Minister? Ahmed Ould Bin Mubarak is a Yemeni politician and diplomat born in 1968 in Aden. He served as the Director of the Office of the President in 2014 and was tasked with forming a government on October 7, though he declined the position. In July 2015, he was appointed as Yemen's ambassador to Washington, and on December 18, 2020, he became the Minister of Foreign Affairs and Expatriate Affairs. On February 5, 2024, the President of the Yemeni Presidential Leadership Council issued a decree appointing him as Prime Minister in place of Dr. Maeen Abdulmalik.

On January 17, 2015, Houthi gunmen kidnapped Bin Mubarak from Sana'a and took him to an unknown location to prevent him from presenting a draft of the new constitution during a presidential meeting. The Houthis justified this action, which they called "detention," as a measure to prevent a coup against the peace and partnership agreement, claiming that the new constitution was contrary to the outputs of the dialogue and that they did not agree to it as it was "pleasing foreign interests within a project aimed at dismantling the country into fighting cantons," referring to their refusal to divide the country into six regions within a federal state. He was released on January 27, 2015.

**Educational Qualifications**

He holds a PhD in Business Administration from the University of Baghdad. He has taught and is teaching production and operations management, total quality management, strategic management, and feasibility studies in bachelor’s and graduate programs at the Business Administration Center at the University of Sana’a, the University of Science and Technology, the Arab Academy for Financial and Banking Sciences, and Maastricht School of Management in the Netherlands.

**Previous Positions**

He has been a professor of business administration at the University of Sana’a since 2002. He served as an advisor for several international Dutch, Danish, and American projects in Yemen in the fields of education quality, labor market, international development, and gender issues. He was the chairman of the academic group in the Indian Ocean Rim Association. He managed a Dutch project to establish a Master’s program in Business Administration funded with two million euros by the Dutch government until 2009. He was head of the departments of management information systems, marketing, and production management, and director of the quality assurance and development department at the University of Science and Technology (2002-2007). He previously directed the consulting firm Cisoft and was a member of the advisory team for Texas consulting. He represented Yemen in the International Organization for Standardization (ISO) on the Technical Committee 176 for quality management systems. He has also trained in administration and quality.

**Memberships**

He is a member of the Supreme Quality Council of the University of Science and Technology in Yemen. He is on the board of the Young Leaders Development Foundation (YLDF). He is a member of the coordinating committee in the Youth Coalition for Change "Diversity," representing the advisory authority. He has been part of several founding committees for Omran University, evaluating private universities, and assessing scientific awards at the Ministry of Higher Education and Scientific Research. He is a member of the executive office of the Asian Students Association and a member of the Non-Aligned Students and Youth Organization. Additionally, he is a member and rapporteur for the committee to determine the regions in Yemen.

**Current Positions**

He is the Executive Director of the Business Administration Center for Graduate Studies at the University of Sana'a and a lecturer at Maastricht School of Management (MSM) in the Netherlands. On January 18, 2013, he was appointed Secretary-General of the Yemeni National Dialogue Conference. On June 11, 2014, he was appointed Director of the Office of the Presidency of the Republic of Yemen. On October 7, 2014, he was appointed to the position of Prime Minister but declined the position.

**Civic Engagement**

He has participated in various training courses and workshops in Algeria, Egypt, Bahrain, Jordan, Thailand, Singapore, the Netherlands, Germany, and France.

**Political Engagement**

He was sent by President Abdrabbuh Mansur Hadi as his special envoy to the UN Security Council in New York and to the Gulf Cooperation Council on several occasions.
