Al-Akhbar publishes the literal text of the response that Hamas submitted to the Qatari and Egyptian mediators regarding the "Framework Agreement" presented to them after the Paris meeting. Both the American and Israeli sides received a copy of Hamas' response, which is three pages long and includes amendments to the "Framework Agreement," as well as a special annex on guarantees and demands aimed at stopping the aggression and addressing its consequences:
**Draft - Preliminary Response from Hamas on a General Framework for a Comprehensive Agreement Among the Parties** (between the Israeli occupation, Hamas, and Palestinian factions)
This agreement aims to halt the mutual military operations between the parties, achieve complete and sustainable calm, facilitate the exchange of prisoners between both sides, end the blockade on Gaza, carry out reconstruction, and allow residents and displaced persons to return to their homes, while providing shelter and relief needs for all residents in all areas of the Gaza Strip, according to the following stages:
**Phase One (45 Days):**
This humanitarian phase aims to secure the release of all Israeli detainees, including women, children (under 19 years old and not enlisted), the elderly, and the sick, in exchange for a specified number of Palestinian prisoners. It also aims to intensify humanitarian assistance, reposition forces outside populated areas, commence the reconstruction of hospitals, homes, and facilities across the Gaza Strip, allow the United Nations and its agencies to provide humanitarian services, and establish shelters for residents, as follows:
- A temporary halt to military operations, cessation of aerial reconnaissance, and the repositioning of Israeli forces away from populated areas across the Gaza Strip, near the demarcation line, to enable the completion of the exchange of detainees and prisoners.
- Both parties shall release Israeli detainees, including women, children (under 19 and not enlisted), the elderly, and the sick, in exchange for a number of Palestinian prisoners, ensuring that all individuals listed in pre-agreed lists are released during this phase.
- Intensifying the entry of necessary and sufficient quantities to meet the population's needs (to be determined) of humanitarian aid and fuel daily, and allowing adequate amounts of humanitarian assistance to reach all areas of the Gaza Strip, including the north, and the return of displaced persons to their residences throughout the region.
- Reconstructing hospitals across the region and providing necessities for establishing shelter camps for residents and resuming all humanitarian services provided to the population by the United Nations and its agencies.
- Commencing indirect negotiations on the requirements necessary for reaching complete tranquility.
The attached annex detailing Phase One is an integral part of this agreement, with details for Phases Two and Three to be agreed upon during the implementation of Phase One.
**Phase Two (45 Days):**
The objective of this phase is to conclude indirect negotiations on the requirements necessary to ensure the continuation of the halt to mutual military operations and the declaration of complete calm before implementing Phase Two. This phase aims to release all detained men (both civilian and enlisted) in exchange for specified numbers of Palestinian prisoners, continue the humanitarian measures of Phase One, and the exit of Israeli forces beyond the borders of the entire Gaza Strip, beginning comprehensive reconstruction of homes, facilities, and infrastructure destroyed throughout the Gaza Strip according to specific mechanisms that guarantee its execution and the complete end of the blockade on the Gaza Strip as agreed in Phase One.
**Phase Three (45 Days):**
This phase aims to exchange the remains of deceased individuals from both sides after identification and continues the humanitarian measures from Phases One and Two, according to agreements established in those phases.
**Annex of the Framework Agreement: Details of Phase One**
- Complete cessation of military operations from both sides and stopping all forms of aerial activity, including reconnaissance, for the duration of this phase.
- Repositioning Israeli forces away from populated areas across the Gaza Strip, positioned near the demarcation line to facilitate the completion of the exchange of detainees and prisoners.
- Both parties will release Israeli detainees, including women, children (under 19 and not enlisted), the elderly, and the sick, in exchange for all female and elderly (over 50) Palestinian prisoners held by the occupation, who were detained until the date of signing this agreement without exception, in addition to 1500 Palestinian prisoners identified by Hamas, including 500 serving lengthy sentences.
- Completing the necessary legal procedures to ensure that Palestinian and Arab prisoners are not re-arrested for the same offenses for which they were detained.
- Simultaneous reciprocal releases shall ensure that all individuals listed in pre-agreed lists are released during this phase, with names exchanged before execution.
- Improving the conditions of prisoners in occupation jails and lifting measures and penalties taken post-7/10/2023.
- Stopping incursions and aggression by Israeli settlers against Al-Aqsa Mosque and restoring its previous status before 2002.
- Intensifying the entry of necessary quantities (not less than 500 trucks) of humanitarian aid, fuel, and similar items daily, ensuring suitable humanitarian assistance reaches all regions, particularly the north.
- Allowing displaced persons to return to their residences in all areas and ensuring free movement for residents and citizens via all forms of transportation without hindrance in the Gaza Strip, especially from south to north.
- Ensuring the opening of all crossings into the Gaza Strip, restoring trade and allowing the free movement of individuals and goods without obstacles.
- Lifting any Israeli restrictions on the movement of travelers and the sick through the Rafah crossing.
- Ensuring that all injured men, women, and children can exit for treatment abroad without restrictions.
- Egypt and Qatar will lead efforts with the relevant parties to manage, supervise, and guarantee the implementation of the following matters:
1. Providing sufficient heavy machinery to remove rubble and debris.
2. Providing civil defense equipment and health ministry requirements.
3. Reconstructing hospitals and bakeries in the entire Gaza Strip and providing necessities to set up shelters for residents.
4. Introducing no less than 60,000 temporary housing units (caravans/container houses), with 15,000 entering the Gaza Strip each week from the start of this phase, along with 200,000 tents for sheltering those whose homes were destroyed during the conflict, at a rate of 50,000 tents each week.
5. Starting to reconstruct and repair infrastructure across all areas and rehabilitating water, electricity, and communication networks.
6. Approving a reconstruction plan for homes, economic facilities, and public utilities destroyed due to aggression, scheduling the reconstruction process within a maximum of three years.
7. Resuming all humanitarian services provided to the population across all regions by the UN and its agencies, particularly UNRWA, and all international organizations to commence their work in all areas of the Gaza Strip as it was before 7/10/2023.
8. Restoring the necessary fuel to the Gaza Strip to re-establish the electricity generation station and all sectors.
9. The occupation's commitment to providing Gaza with its needs for electricity and water.
10. Initiating indirect discussions on the necessary requirements for the mutual cessation of military operations, returning to a state of complete mutual calm.
11. The process of exchange is closely linked to the extent to which the sufficient assistance, relief, and shelter mentioned and agreed upon are achieved.
