Kuwait National Assembly Dissolved and Some Constitutional Articles Temporarily Suspended

The Amir of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, announced on Friday the dissolution of the National Assembly and the temporary suspension of certain constitutional provisions for a period not exceeding four years. The Amiri decree stipulates that the Amir and the Cabinet will assume the powers of the National Assembly, and laws will be issued during this period through decrees.

In his speech to the nation, the Amir stated: "Our country has gone through difficult times, and we must provide guidance to overcome these circumstances," condemning actions that "violate constitutional rules in the country." He continued, "Some have exceeded limits that cannot be tolerated and have attempted to interfere with the powers of the Amir." He added, "We have faced hardships and obstacles that are unbearable. We will make a difficult decision to save the country."

The Amir emphasized in his address that no one is above the law and that no one will be allowed to exploit democracy to destroy the state, affirming that he will not permit any infringement on the dignity of security personnel. He also mentioned that choosing the Prime Minister is a constitutional right of the Head of State and that no one can interfere in it.

The decision by the Amir of Kuwait is as follows:

**Article One**

The application of the provisions of Article 56, paragraphs 3, 107, 174, 181 of the constitution issued on November 11, 1962, is suspended.

**Article Two**

The National Assembly is dissolved, and the Amir and the Cabinet will assume the powers granted to the National Assembly under the constitution.

**Article Three**

Laws will be issued through Amiri decrees, and they may also be issued by Amiri orders when necessary.

**Article Four**

A decree will be issued to form a committee of experienced and thoughtful individuals to consider revising the constitution to rectify shortcomings that have emerged from practical application and to ensure sound democratic governance and maintain the unity and stability of the nation, provided that the revision aligns with the spirit of our honorable Islamic Sharia and draws from our original Kuwaiti Arab traditions.

**Article Five**

The constitutional revision committee must complete its work within six months from the date of its formation and submit its proposals to us after obtaining the Cabinet's approval. The constitutional amendment project will then be presented to voters for a referendum or to the next National Assembly for ratification within a period not exceeding four years from the date of issuing this decree.
