Lebanon's Minister of Economy and Trade in the caretaker government, Amin Salam, held a press conference in his office addressing the topic of Qatari alternative energy plants. He stated, "We titled the press conference 'Realigning the Compass' to signify a phase aimed at rescuing the country from this paralyzing political crisis." He discussed attempts over the past week to demonize this effort, asserting that the Ministry of Economy did not come to bear false witness but rather to illuminate a path out of darkness.
He emphasized the message conveyed to Lebanese officials over the past year and a half, referencing the signing of an oil exploration contract with Total and QatarEnergy in January 2023, which included provisions for alternative energy projects in Lebanon. Salam remarked, "On October 22, 2023, we visited Qatar with an economic delegation to thank our Qatari friends for several initiatives. As Minister of Economy, I have the right to speak on the energy sector and its significant impact on the Lebanese economy, which is currently affected negatively by energy issues."
Salam noted his commitment to ensuring diplomatic representation from Lebanon alongside the private sector during meetings in Qatar, where more than 18 representatives from the Lebanese private sector attended. He clarified that the contract signed included the establishment of three solar energy plants, each with a capacity of 150 megawatts, requiring only land from the Lebanese state.
He further stated that the current political stagnation, including the failure to elect a president and implement crucial reforms sought by the International Monetary Fund, should not be used for political maneuvering. Salam insisted that accepting such gifts and projects requires necessary laws and procedures, highlighting the necessity for legislative action.
He stressed the urgency of bringing electricity to Lebanon, noting that the Qatari leadership is willing to assist, and it is imperative for Lebanon to respond positively. He expressed his desire to avoid missing the opportunity provided by Qatar, mentioning that the initiative should be framed within a 25-year investment context, implying that Qatar would manage and operate the plants without upfront costs to Lebanon.
He pointed out the delay in progress, criticizing the continued verbal commitments from Lebanese officials without action, declaring that it is crucial to proceed with the project rather than get mired in bureaucratic legalities.
Salam called attention to the environmental and economic consequences of relying on scattered diesel generators, stressing the importance of shifting away from harmful practices and implementing sustainable energy solutions that would benefit Lebanese citizens. He condemned the current high electricity costs that add to economic grievances in the country.
In closing, Salam urged for a focus on the positive and genuine Qatari initiative, calling for collective, timely action from the government and Parliament to put the necessary laws and structures in place to illuminate the country and move away from neglect and political strife.
