"Destruction in Forests" - Circular from Governor Nahra

The Governor of Northern Lebanon, Judge Ramzi Nahra, issued a circular requesting that the district heads and the leadership of the Northern Regional Forces of Internal Security and municipalities call on citizens and farmers to be cautious and monitor any smoke rising from forested areas. He emphasized the importance of not igniting fires and being vigilant against acts of destruction in the woods, and to issue citations against violators.

The text of the circular states: "With the start of the summer season and due to the heat wave and drought that Lebanon is experiencing, all municipalities in Northern Lebanon, which include forests, agricultural, and green areas, are requested to:

1. Call on all farmers and citizens who are clearing their orchards and land to refrain from lighting fires to prevent the outbreak of fires and to cooperate with the Ministry of Agriculture and forest guards.

2. Alert citizens to be vigilant and report any smoke rising from the forested areas immediately to the municipality and the nearest civil defense center.

3. Be cautious of acts of destruction committed by infiltrators and criminals against forests and nature.

4. Issue citations against violators of this circular's content and request necessary security assistance when needed, along with informing us of the measures taken by you."

In this context, Nahra also issued a decision requesting district heads, the Northern Regional leadership, and the municipalities of Tripoli District, as well as all municipalities within Northern Lebanon, to address the issue of stray dogs to ensure public safety based on the Animal Protection and Welfare Law.

The text of the decision states: "To ensure public safety and based on Animal Protection and Welfare Law No. 47 dated 2017/09/05, all municipalities within the Northern Lebanon governorate, especially those in Tripoli District, are requested to:

1. Address the issue of stray dogs that pose a danger to the safety of citizens by transferring them to specialized associations for shelter and neutering in scientifically sound ways.

2. Strictly prohibit the killing or harming of domestic or wild animals, especially dogs, under the penalty of legal prosecution and the imposition of sanctions stipulated in the aforementioned law.

3. Inform us of the measures taken by you in this regard.

This should be communicated to:

- The district heads to notify municipalities within their jurisdiction.

- The municipalities of Tripoli District.

- The leadership of the Northern Regional Forces."
