Jal el-Dib: Three Approaches to Ensure Dialogue Requirements within the Constitution

On the occasion of the one-year anniversary of the last session called by President Nabih Berri to elect a new president, Samir Geagea, the head of the Lebanese Forces Party, stated in a statement: "Today marks a full year since the last session for electing a president convened by President Nabih Berri. The reason he has not called for any other sessions in this entire year is that, according to him, he is waiting for some dialogue, while all possible dialogues among parliamentary blocs have been exhausted without reaching an agreed candidate due to the Resistance Axis's insistence on its candidate, former MP Sleiman Frangieh. Meanwhile, all others, from the opposition to the independents, have expressed their desire to search for a third candidate."

Geagea added, "What’s even worse is that even regarding the dialogue they hide behind as a pretext to prevent the presidential elections from taking place as they should, the Lebanese Forces had proposed to the French presidential envoy Mr. Jean-Yves Le Drian during his last visit to Lebanon three consultative approaches, which are still awaiting responses."

The head of the Lebanese Forces continued: "The three approaches that provide the requirements for serious and effective dialogue without violating the constitution and the fundamentals are as follows:

1. **The First Approach**: Implement the initiative of the National Moderation Bloc, meaning that the bloc invites other parliamentary blocs to convene and send representatives for a day-long consultation in the Parliament regarding the presidency, after which President Berri would call for an electoral session with multiple rounds until a president is elected.

2. **The Second Approach**: Mr. Le Drian comes to Lebanon and requests the Speaker of the Parliament to meet with representatives of parliamentary blocs. The General Secretariat of the Parliament would then invite all blocs to meet with Mr. Le Drian, who would present a summary of the results from his intensive tours with officials and parties and all parliamentary blocs. Mr. Le Drian would then withdraw, and the representatives of the blocs would continue their consultations for a day if necessary, after which President Berri would call for an open session with multiple rounds until a president is elected.

3. **The Third Approach**: President Berri calls for an electoral session as stipulated by the constitution. If the first round does not result in the election of a president, President Berri would suspend the session for an hour or two and request the blocs to consult among themselves before returning to call for a second round, and so on until a president is elected."

Geagea concluded his statement by saying, "We proposed these three approaches despite knowing that the issue is not about dialogue, but about obstructing elections until the Resistance gathers all its cards to enable it to elect its presidential candidate. We relied on these approaches as they do not contradict any aspect of the constitution and they simultaneously provide the alleged dialogue sought by the other side, which has never been a dialogue team nor in favor of actual dialogue, and the experience from 2006 to today is the strongest evidence. However, we adopted them to facilitate the election of a president without any violation of the constitution, and we are still awaiting the other side's responses regarding these three approaches in their alleged dialogue."
