The appointed Chairman of the Social Security Council, Ghazi Yahya, has tasked the technical committee with preparing a recent study for a new series of ranks and salaries at the fund. He emphasized the need for this to be based on scientific standards and job descriptions, to be done in collaboration with the Social Security Administration in preparation for making an appropriate decision. This tasking followed a council meeting where it became clear that some council members rejected the administrative proposals for salary increases, which were deemed arbitrary.
Moreover, the technical committee expressed that the working conditions of employees should be addressed through a scientific approach that considers the entire series rather than patchwork solutions. Previously, the committee rejected the administration's proposal to correct salaries, which included a lump sum addition based on years of experience. The proposed amounts for the additions ranged from 1 million Lira for the general director, 800,000 Lira for the chairman of the technical committee, 400,000 Lira for the employees, and 140,000 Lira for daily laborers.
During the meeting, the committee reaffirmed the letter from the Union of Fund Employees, which calls for the development of a new series of ranks and salaries for the users and workers in social security. In the letter responding to the administration's proposal, the technical committee expressed surprise that the administration did not explain the mechanism used to calculate the increases. They noted that the authors of the proposal did not consider the job categories of the users, highlighting discrepancies in the lump-sum amounts between the chairman of the council, the chairman of the technical committee, and the users, which they viewed as discrimination and contrary to principles of justice and equity.
The committee requested the adoption of the principle of equality in salary increases and a return to the general rule that states salaries should be based on the job, not the employee. They also pointed out that the calculation of an 800,000 Lira monthly increase for the acting chairman of the technical committee violates Article 44, paragraph 3, which stipulates that the delegate receives compensation equal to half the difference between their salary and the salary of the last grade in the job category they are occupying as a delegate. Therefore, the technical committee requested the establishment of a new series of ranks and salaries for social security, as it constitutes a comprehensive system aimed at effectively managing human resources, providing an integrated structure for salaries, benefits, and promotions, and helping to motivate and retain employees through appropriate rewards and promotions.
