On the occasion of the General Security's 81st anniversary, Director General Major General Hassan Choukair issued a directive highlighting the institution's achievements and outlining future priorities in the face of evolving security threats.
Choukair commended the efforts and sacrifices of all personnel, honoring the memories of fallen heroes and recognizing the contributions of retirees. He emphasized that security institutions thrive not just on infrastructure but on the dedication of individuals who prioritize national interests.
The General Security has broadened its responsibilities beyond traditional military threats, addressing terrorism, organized crime, human trafficking, cybercrime, and illegal immigration. The institution operates at a critical juncture of security, sovereignty, and public service, overseeing border movements and foreign affairs, coordinating with the judiciary and military, and managing critical national functions.
The true accomplishment, he noted, lies in balancing security and service delivery, enforcing laws while respecting human rights. Citizens should witness state efficiency and fairness, while security personnel at borders understand their role in upholding sovereignty.
Choukair underscored the importance of technological integration and ongoing modernization, highlighting the need for digital transition in administrative processes to enhance decision-making. Training and capacity building for personnel are crucial, transforming collaborations into educational and developmental programs that address emerging threats.
He stressed the need for seamless institutional integration, where adherence to law by security forces reinforces justice. Constant vigilance and compliance with the law are imperative, avoiding any misconduct that could tarnish the institution's reputation.
At the borders, ongoing enhancement of crossings is essential, transitioning from mere monitoring to comprehensive management which balances security with humanitarian needs.
Choukair called for strengthened capability in intelligence and analysis to preempt threats, with international cooperation against borderless crimes like terrorism and smuggling becoming increasingly vital.
Addressing current geopolitical sensitivities, he reiterated Lebanon’s commitment to restoring sovereignty through peaceful means, supported by national unity and cooperation among governmental branches.
