The caretaker Prime Minister, Najib Mikati, met with "the ministerial committee to address the repercussions of the financial crisis on the operations of the public sector," which is concerned with following up on the needs of the public administration. In light of the meeting that took place between the Prime Minister and the directors general, called by the head of the Civil Service Council, and after deliberation, and awaiting the approval of the general budget, the following was decided:
First: Confirmation of what has recently been decided regarding the provision of additional financial assistance equivalent to a full salary and a daily transfer allowance of 95,000 L.L., benefiting all those included in the relevant Cabinet decision, provided they attend at least two days.
Second: Granting production compensation for each actual day of attendance at work in public administrations and the State Employees' Cooperative for the months of August and September as follows:
- 150,000 L.L. for category five employees and equivalents among contractors and service providers.
- 200,000 L.L. for category four employees and equivalents among contractors.
- 250,000 L.L. for category three employees and equivalents among contractors.
- 300,000 L.L. for category two employees.
- 350,000 L.L. for category one employees.
It is stipulated that the mentioned compensation is only due if the employee attends their workplace at least three days a week during official working hours.
Third: Requesting successive heads to take administrative and disciplinary measures, including referral to the Central Inspection and the High Disciplinary Authority, against those mentioned above who fail to attend without legal justification for at least two days, and to apply the provisions of the employee system regarding those who are absent without justification for 15 days, considering them resigned from service. The Central Inspection is requested to follow up with all relevant parties to implement the aforementioned measures.
Fourth: Requesting public institutions and municipalities to present a study to the supervisory authority regarding the financial costs resulting from implementing the mechanism mentioned above for employees, contractors, and service providers in each of them, and to propose funding solutions to be discussed in the committee’s upcoming meeting next week.
Fifth: Approval of an allocation of 4,000 billion L.L. to cover healthcare expenses for military forces, the Ministry of Public Health, the State Employees' Cooperative, and solidarity funds, in addition to securing an amount of 200 billion L.L. as part of the entitlements due to the National Social Security Fund.
Sixth: Granting a financial contribution of 50 billion L.L. to the Lebanese University to manage its affairs and secure the interests of its professors, workers under all designations, and students.
Seventh: Assigning the Ministry of Finance to prepare a study to reconsider salaries and wages in the public sector to introduce a gradual increase that ensures income alignment with changes in economic and social conditions, inflation, and the rising cost of living.
