An Iraqi government statement mentioned that this honor was presented during Al-Kadhimi's meeting with the French ambassador to Iraq, Eric Chevalier, who delivered the medal on behalf of Macron. This award represents one of the highest levels of honorary recognition granted by the French Republic to its partners and friends.

The statement added that Al-Kadhimi expressed his gratitude to the French president and acknowledged France's supportive efforts for Iraq and its democratic process. The meeting between the Iraqi Prime Minister and the French ambassador also discussed the overall relations between the two countries and ways to enhance joint cooperation across various fields, particularly in economic and security cooperation, while reiterating support for investment opportunities and the participation of French companies in this sector.
