In terms of constitutional aspects, lawyer Dr. Paul Marqus, head of the Jossisia Legal Foundation, revealed that "Article 63 of the Constitution clearly states that the powers of the president automatically transfer to the Council of Ministers when the presidency is vacant for any reason.
