In a bid to organize and govern urban planning in Dubai and implement the outputs of the Dubai Urban Plan 2040 approved by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE, Prime Minister, and Ruler of Dubai, in March last, and in realization of His Highness's vision to make Dubai the best city for living in the world, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai, issued Council Resolution No. (18) for the year 2021 to form the Supreme Committee for Urban Planning in Dubai.
The committee will oversee the urban planning sector in Dubai, including supervising the implementation of the emirate's urban plan, ensuring the alignment of plans from governmental entities in Dubai with this plan, and ensuring the integration of roles among entities related to the urban plan.
The resolution includes the establishment of a supreme committee in the emirate called "The Supreme Committee for Urban Planning," chaired by Mattar Al Tayer, the General Commissioner for Infrastructure, Urban Planning, and Quality of Life, with membership including the Managing Director and CEO of Dubai Electricity and Water Authority, the Director General of Dubai Municipality, the Director General of Dubai Development Authority, the Chairman of the Ports, Customs, and Free Zone Corporation, the Director General of the Dubai Land Department, the Executive Director of the Strategy and Corporate Governance Sector at the Roads and Transport Authority, the Secretary General of the Supreme Council of Energy, in addition to an urban planning expert and an economic expert to be appointed by the Chair of the Supreme Committee for Urban Planning.
### Tasks and Powers
The resolution specifies the tasks and powers of the Supreme Committee for Urban Planning, including: approving the urban plan for Dubai and submitting it to the Executive Council for approval, ensuring that the urban plan proceeds according to the established plans and aligns with governmental priorities and directions, as well as ensuring the integration of roles among entities related to the urban plan in the emirate, directing the necessary support to facilitate coordination among them, and making necessary decisions regarding any issues or disputes that may arise among the entities concerned with the urban plan if suitable amicable solutions are not reached among the involved parties, referring those issues to the Executive Council when warranted.
The committee is also tasked, according to the resolution, with proposing policies and legislation that ensure the achievement of the desired objectives from the implementation of the urban plan, enabling the entities associated with the urban plan to carry out their assigned responsibilities and authorities, in addition to approving necessary recommendations regarding strategic plans, framework plans, and major infrastructure and urban projects related to the urban planning that align with the emirate's urban plan, and submitting them to the Chairman of the Executive Council for approval, as well as issuing necessary directives concerning any major amendments to the approved urban plan based on developments and directives from the Dubai government in this regard.
The Supreme Committee for Urban Planning has the right under this resolution to review the results of strategic performance indicators for the implementation of the urban plan and monitor its completion, directing the adoption of necessary measures and solutions to enhance the efficiency and effectiveness of its implementation, in addition to issuing necessary directives regarding obstacles and difficulties that may face the achievement of this plan at all its stages.
The resolution permits the Supreme Committee to form subcommittees and working teams to assist it in performing its duties, determining their tasks, powers, and work mechanisms, and any other related matters, as well as seeking assistance from any suitable experts, whether from employees of the entities related to the urban plan in the emirate or from outside.
### Support and Cooperation
The resolution assigned the Dubai Municipality to provide administrative and technical support to the Supreme Committee, enabling it to perform its tasks mandated by the provisions of this resolution, and the resolution required all governmental entities and those related to the urban plan in Dubai to cooperate fully with the Supreme Committee and its subcommittees and teams, providing the data, information, statistics, and documents that they request and deem necessary for enabling them to perform their mandated tasks under this resolution.
The resolution stipulated that the Chairman of the Supreme Committee for Urban Planning in Dubai shall issue the necessary decisions to implement the provisions of this resolution, and canceled Executive Council Resolution No. (31) for the year 2008 regarding the Dubai Urban Plan 2040 and its amendments, as well as canceling any provision in any other resolution to the extent that it conflicts with the provisions of Resolution No. (18) for the year 2021, which shall come into effect from the date of its issuance and shall be published in the official gazette.
### Strategic Files
For his part, His Excellency Mattar Al Tayer, the General Commissioner for Infrastructure, Urban Planning, and Quality of Life and Chairman of the Supreme Committee for Urban Planning, stated that the decision of His Highness the Crown Prince of Dubai to form the Supreme Committee supports achieving the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, may God protect him, for Dubai to be the best city for living in the world. The Supreme Committee will coordinate efforts between all relevant entities in the emirate to implement the outputs of the urban plan, supporting Dubai's development plans and accelerating the pace of development. The Supreme Committee will also focus on addressing strategic files such as housing, regulating the real estate sector, and enhancing the quality of life.
His Excellency Al Tayer explained that the Supreme Committee will activate the governance framework that was approved within the outputs of the Dubai Urban Plan 2040, built on multiple levels to ensure the implementation of infrastructure projects and urban development that support economic prosperity and enhance the attractiveness of life in Dubai, noting that this framework has been prepared based on a comprehensive technical study conducted on successful global models.
