Opening of Fuel Oil Bids Next Wednesday

It took six hours to evaluate the administrative bids from three companies competing for the tender to purchase Fuel Oil A, Fuel Oil B, and Gas Oil for the benefit of "Electricity of Lebanon." At the end of the session, it was found that two out of the three bidders had non-essential deficiencies in their offers. Consequently, based on Article 55 of the Public Procurement Law and Article 16 of the terms of reference, the companies were given until Wednesday to rectify their documents and open the financial bids.

The three companies that participated in the tender are: "Coral Energy DMCC," an Azerbaijani company (unrelated to Coral Lebanon), "BB Energy Trading LTD," which operates in Europe but is of Lebanese origin, and "Vitol BAHRAIN," owned by the Swiss company "Vitol Holding." According to the terms of reference, Electricity of Lebanon will purchase from the winning company the quantities needed to operate electricity generation plants to ensure a "daily feeding rate of between 8 to 10 hours," according to the ministry's statement announcing the tender last month. The ministry had launched the tender following "consultations and meetings held between the Prime Minister, Minister of Energy and Water, Ministry of Finance, and Governor of the Central Bank, which led to informing Minister Walid Fayyad about securing the necessary funding."
