The Minister of Education and Higher Education in the caretaker government, Abbas Al-Halabi, indicated that "the decision to cancel the Intermediate Certificate exams was proposed outside the agenda, just days before they were scheduled to commence." He added in a press interview: "We will establish specific criteria for promoting those with free applications, and we will not deprive anyone of their rights, ensuring that in the end, 'Tout le monde a gagné' (Everyone has won)." He continued: "As of now, I cannot say what the Ministry of Education has decided regarding the official exams, and I will announce the formats because it is the citizens' right to know the ministry's direction."
