EU Envoys Discuss Starting Membership Talks with Ukraine

Officials and diplomats have stated that "diplomatic envoys from the 27 EU member states will meet tomorrow, Tuesday, to begin discussions on a sensitive proposal to start accession talks for Ukraine to join the bloc." The meeting marks the beginning of member states' preparations for their leaders' summit on December 14-15, which is set to evaluate the prospects of Ukraine, Moldova, Georgia, Bosnia, and other countries joining the EU and make decisions regarding this matter.

The meeting on Tuesday will specifically begin with discussions on a draft agreement for the summit leaders. EU diplomats and officials indicated that the initial draft for discussion will need to be amended. The preliminary draft stated: "The European Council decides to open accession negotiations with Ukraine and Moldova."

The draft specified that Georgia would receive candidate status for EU membership "based on" the fulfillment of conditions that Tbilisi has yet to resolve. As for Bosnia, the leaders mentioned in the draft that the bloc is "ready to open its accession negotiations... once the necessary degree of commitment to membership criteria is achieved."
