The media office of the Minister of Social Affairs in the caretaker government, Hector Hajjar, stated that "the funding for the Aman program comes from a loan from the World Bank, and the role of the Ministry of Social Affairs is limited to conducting home visits. The management of the funds allocated to this program is under the Presidency of the Council of Ministers and is subject to the oversight of the Court of Accounts. The responsibility for managing the transfer of funds to the beneficiaries of the program falls on the World Food Program (WFP), in coordination with the administrative unit in the governmental palace. Therefore, there is no direct role for the ministry or the minister in the transfer of funds allocated to the program's beneficiaries." He added: "Regarding the national program to support the poorest families (Social Affairs Card), it is funded through grants from several donor countries, and the role of the Ministry of Social Affairs is limited to conducting home visits. The management of the funds allocated to this program is also under the World Food Program (WFP), in coordination with the administrative unit in the governmental palace. Consequently, there is no direct role for the ministry or the minister in the transfer of funds allocated to the program's beneficiaries."
