The Minister of Environment in the caretaker government, Nasser Yassin, highlighted that this is the first time in Lebanon's history that a proactive emergency plan is being established to enhance the readiness of all sectors linked to aiding people in the event of war. He noted that this plan is capable of accommodating certain modifications and is open to all suggestions. Yassin stated in a radio interview that the government is discussing with the Ministry of Finance and international organizations to secure funding in the event that displacement operations expand. He mentioned, "There are three ways for funding: the first is through the treasury to open credits for urgent matters, the second is through United Nations organizations, and the third is by stating the urgent need for financial support for international organizations and the Lebanese state to implement all sections of this initiative." He added, "The Minister of Finance is working to gather part of the ministry's revenues to support the plan." He pointed out that "international organizations have provided assistance to a large number of displaced individuals, and we need greater funding if their numbers increase." Yassin affirmed that "Lebanon cannot face war; therefore, we must keep Lebanon away from war, protect it from escalating aggressions, and work on humanitarian and relief efforts."
