The Acting Governor of the Central Bank of Lebanon, Wassim Mansouri, announced in a statement that "based on depositors' reviews related to benefiting from the provisions of Circular No. 158 for accounts that were closed or transferred from one bank to another after 31/10/2019, which did not benefit from the provisions of this circular, and in recognition of the legitimacy of this demand by the central council, and following an agreement with the Association of Banks, the central council of the Central Bank of Lebanon issued Circular No. 682 on 17/11/2023. This allows this segment of depositors to benefit from the provisions of Circular No. 158. The Central Bank of Lebanon confirms that it will take all necessary actions within its authority and with the available resources at this time to ensure equity for depositors, while emphasizing the need to find a final solution that guarantees their rights through a comprehensive plan for resolving this national crisis."
