Kirby also noted that "U.S. President Joe Biden conveyed to Israeli Prime Minister Benjamin Netanyahu his repeated and direct opposition to any operation in Rafah." He viewed that "establishing a new governing structure in Gaza is a better alternative to a large-scale operation in Rafah." This comes after Biden's statement that Washington will not send weapons to Israel if it conducts a large-scale operation in southern Gaza's Rafah.
