The Minister of Interior and Municipalities in the caretaker government, Bassam Molawi, sent two letters to the governors requesting the following: "The first, to instruct the district chiefs to circulate to municipalities and notables to ban the acceptance of any kind of donations (conditional or unconditional) from any party concerning Syrian displaced persons, preventing any impact on their stay in Lebanon and ensuring their safe return to their country. The second, to instruct the district chiefs to circulate to municipalities and notables to provide regular updates every fifteen days regarding the measures mentioned in circular 74 about implementing Cabinet decisions on the Syrian displacement crisis."
Molawi also sent a letter to the General Directorate of Internal Security Forces requesting the launch of a campaign to crack down on and detain motorcycles driven by Syrian individuals who do not hold Lebanese residency, given the increase in motorcycle activity led by Syrians, with some exploiting this for theft, gunfire, or drug trafficking.
Additionally, Minister Molawi asked Beirut Governor Judge Marwan Abboud to instruct municipal guards to intensify security patrols in coordination with the Beirut Police Department within the General Directorate of Internal Security Forces to eliminate the phenomenon of begging, particularly at traffic signals by non-Lebanese children in various streets of the capital.
