Beirut Governor Warns Electricity Generator Owners and Investors

The Public Relations Department of the Beirut Municipality stated in a release that the Governor of Beirut, Judge Marwan Abboud, issued a warning notice "for the last time" to the owners and investors of electricity generators (subscription) within the scope of Beirut city, urging them to adhere to the regulations that protect the rights of subscribers.

Abboud granted the owners and investors of electricity generators a final deadline that ends on 31/8/2023, to comply with the decision issued by the Ministry of Economy and Trade, number 40/1/A.T dated 7/10/2021, which obliges electricity generator owners to install electric meters for their subscribers at their own expense, and to adhere to the monthly indicative prices issued by the Ministry of Energy and Water based on the kilowatt-hour meter, for all their subscribers without exception, including those subscribers wishing to continue on a flat rate.

The statement affirmed that upon the expiration of the mentioned deadline, any electricity generator owner or investor (subscription) who fails to comply with the pricing issued by the Ministry of Energy and Water, or does not install the meters following the mechanisms stipulated in the decisions of the Ministry of Economy and Trade, or does not adhere to the imposed environmental conditions, as well as public safety and fire hazard protection conditions, will be immediately referred to the Financial Public Prosecutor.

Due to the importance of this service in securing a public interest for citizens, Abboud indicated that it is prohibited for the owner or investor of the generator to stop investing and remove the generator, except after submitting a written request declaring their intention to cease investment and obtaining administrative approval in this regard. In this case, they are subsequently prohibited from engaging in this activity, directly or indirectly, within the scope of Beirut city.

Given the seriousness of the matter, Governor Abboud directed a letter to the Beirut Police leadership in the Internal Security Forces, hoping to instruct those concerned to notify the owners and investors of private electricity generators (subscription) within the scope of Beirut city of the above-mentioned notice, obtain their signatures, and submit a copy of the acknowledgment of receipt to the administration, in preparation for taking the appropriate legal actions indicated in the notice against violators when necessary.
