"Hidden Conflict" Between Al-Amiri and Al-Maliki in Diyala

A political source revealed the nature of what it described as a hidden conflict between the Badr Organization, led by Hadi Al-Amiri, and the State of Law Coalition, headed by Nuri Al-Maliki, over the position of governor in Diyala. The source stated that "the Coordination Framework had previously agreed that the province of Diyala would be allocated to the State of Law Coalition after the Badr bloc obtained the governorship of Al-Diwaniyah instead of Al-Maliki’s coalition."

It was added that "the State of Law Coalition announced the nomination of more than one individual for the position of governor of Diyala, but none had the approval and consensus of the Diyala Council members since the Badr bloc, based on indicators, does not want to lose the province of Diyala due to its economic, political, and regional importance, and at the same time does not want this to create disputes with Al-Maliki's coalition."

The source indicated that "all attempts to hold a session to approve the formation of the local government in Diyala have failed due to the objections of the former governor and Badr leader Muthana Al-Tamimi and his allies from his bloc and other blocs against voting in favor of any candidate and demanding to renew his position exclusively."

It was confirmed that "the political blocs in Diyala are currently trying to gather an absolute majority of 9 members or more to hold a session to vote for the candidate proposed by Al-Maliki today officially, which is Khalifa Al-Tamimi, the former dean of the College of Law in Diyala." The Badr bloc assumed the administration of Diyala province in 2015 when Muthana Al-Tamimi, who was then the chairman of the provincial council, managed to persuade the council to vote in his favor and granted the presidency of the council to the Sunni blocs that represented the vast majority in the council at that time.
