Statement from the General Security for Syrian Displaced Persons to Regularize Their Status

The General Directorate of General Security announced in its statement today, Wednesday, the "regularization of the status of Syrian violators starting from 15/07/2022 until 30/06/2023," indicating its refusal to "accept any request for regularization after the issuance of these instructions." This circular targets Syrian displaced persons who entered legally and violated the residency regulations (excluding those subject to judicial measures), as well as those holding residency papers from a responsibility pledge whose residency has expired (either before or during the validity of this circular). They are required to regularize their status at regional centers or centers for receiving requests from Syrian nationals in accordance with their jurisdiction, after submitting the required documents for renewal along with a pledge from the new responsible party without needing to include a waiver from the previous responsible party, and to pay the required fee alongside the fee for transferring sponsorship.

The circular also includes those granted a deadline to obtain a work permit (second category) or a deadline for departure, or against whom decisions have been issued in this regard, and who wish to obtain residency, to submit exceptional requests at the secretariats of the regional centers.

As for those who entered legally (through a communication document, hotel reservation, transit, medical treatment, etc.) and violated the residency regulations and wish to regularize their status, they should go to the regional centers or the centers for receiving requests from Syrian nationals according to jurisdiction – counter, as follows:

- Based on a work responsibility pledge after submitting the necessary documents according to the rules alongside a work responsibility pledge from the employer.

- Based on a personal responsibility pledge (relative or in-law up to the second degree for Lebanese, and the first degree for Syrian spouses of Lebanese) after submitting the necessary documents alongside a personal responsibility pledge from the Lebanese spouse.

- Similar to the case of a Syrian head of household holding a valid residency in Lebanon regarding their wives and minor children.

The required fees will be collected as if they entered under a responsibility pledge (300,000 L.L. for the first year's violation and 300,000 L.L. for each additional year's violation). Those wishing to obtain a work permit can regularize their status at the regional centers or at the centers for receiving requests from Syrian nationals according to jurisdiction, based on a work responsibility pledge exclusively – counter.
