Israeli Chief of Staff, Herzl Halevi, confirmed that "the army is capable of reaching any location it desires in Beirut, and of initiating strong and deep ground maneuvers in Lebanon." During exercises for the troops on the northern border with Lebanon, Halevi stated, "The army can act and can also reach a specific window in one of the alleys of Beirut, and it is capable of hitting a specific point underground. We are also able to launch a very powerful ground maneuver deep into Lebanon." He added, "We are prepared for all scenarios, both defensive and offensive." He announced, "We will not return to October 6, and we are not prepared for Hezbollah to return to the border."
