Ceasefire Fails to Hold in Ain al-Hilweh Amidst Ongoing Displacement Concerns

The ceasefire reached during the meeting held at the General Directorate of General Security, called by acting director General Elias Baisari and attended by the head of the Lebanese-Palestinian dialogue committee Basel Hassan along with the Palestinian Joint Action Authority, has failed to impose calm in the camp, which continues to suffer from extensive clashes spreading to the area around Maghdouche and the coastal road, in addition to Sidon and its surroundings, now entering its fourth consecutive day. Significant developments include the injury of Youssef Shabayta, one of the leaders of the armed groups in the Hittin neighborhood inside the camp.

On September 11, 2023, the General Security reported that the meeting at their headquarters concluded with the following agreements: 1- A immediate and permanent ceasefire. 2- Follow-up on the handover of those wanted for the assassination of General Al-Aarmoushi and his companions, as well as Abdul Rahman Farhoud, to the Lebanese authorities according to a mutually agreed mechanism.

In developments, the Lebanese Army Intelligence detained the brother of the victims in Al-Ra'i Hospital. The clashes have resulted in one death and several injuries, with reports indicating that the death toll from the Ain al-Hilweh clashes has risen to over eight dead and 128 injured, including six Lebanese army personnel due to hits at two of their locations south and north of the camp. The official national agency reported the transfer of a prominent wanted individual related to the assassination of Abu Ashraf Al-Aarmoushi, identified as Ezz al-Din Abu Dawood (Dhabaya), to Al-Ra'i Hospital with serious injuries.

Stray bullets have fallen in neighborhoods and streets of the city of Sidon, including an incident where the State Security office at the Government Serai in Sidon was hit, shattering a window but no one inside was harmed. Additionally, stray bullets struck several buildings on Ghassan Hammoud Street in the city center, and there were reports of two shells landing at the intersection of Natasha Saad Street in the Dala’a neighborhood, with no injuries reported.

Moreover, state departments, water services, schools, and universities in the city have remained closed due to the complete paralysis resulting from the security developments within the Ain al-Hilweh camp. Meanwhile, the Palestinian presidential envoy Azzam Al-Ahmad arrived in Beirut yesterday to monitor the situation in the Ain al-Hilweh camp and work on calming tensions, with meetings scheduled for today, Tuesday, with Lebanese and Palestinian leaders.
