UAE Hands Over Former Iraqi Health Official Convicted in 12 Cases

The Iraqi Integrity Commission announced today, Monday, that it has received from the UAE a former official at the Ministry of Health convicted in 12 cases, which involve embezzlement of public funds and violation of job responsibilities. The total prison sentences issued against the convict amount to 28 years.

Integrity Commission media stated in a statement that the diligent efforts made by the Recovery Department in cooperation with the Directorate of Arab and International Police in the Ministry of Interior, along with the Ministries of Foreign Affairs and Justice and the Public Prosecution, resulted in the handover by the authorities in the United Arab Emirates of the convicted fugitive, former Director General of the Health Directorate of Babylon Governorate, (Nawras Abdul Razzaq Abdul Shahid), who had an international wanted notice and a search broadcast issued against him, following the recovery files organized by the department.

It was pointed out that the convict has 12 sentences issued in absentia for severe imprisonment and prison terms by the misdemeanor courts in Hilla, the criminal court in Karkh, and the misdemeanor court in Rusafa during his tenure as the Director General of the Health Directorate of Babylon and his management of the Al-Kadhimain Hospital. The sentences were issued based on the provisions of Articles (331 and 340) of the Penal Code, totaling about 28 years.

Furthermore, among the lawsuits and files against the convict are violations committed in appointing (700) job positions, reappointing (137) positions, and appointing (150) positions outside the (700) positions, contrary to instructions and regulations, and causing damage to the financial interests of the entity he worked for by contracting with a printing house to provide the department with records, receipts, and printed materials, with confirmed instances of excess in (37) supplied materials.

Moreover, some of the violations committed for which he was convicted include inflating bills for payments owed to the Jordanian company executing the "dialysis" project for more than (6,000,000) six million US dollars, despite delays in implementing the contract's clauses, as well as approving the purchase of CRRT devices without any needs request, contrary to contract provisions, and approving the purchase of liquid oxygen from private factories at inflated prices, despite offers from a government company to supply at reasonable prices.

The commission had announced on February 23 of the last year that the General Directorate of Federal Criminal Police in the United Arab Emirates arrested the convicted fugitive, the former Director General of the Health Directorate of Babylon Governorate, based on the issuance of an international wanted notice and search broadcast against him, along with recovery files organized by the Recovery Department due to existing criminal cases against him.
