National Defense Minister Michel Manssi, along with Chief of Staff Major General Hassan Awdeh and Commander of the South Litani Sector Brigadier General Nicolas Tabet, welcomed Prime Minister Nawaf Salam as he arrived by helicopter in the city of Tyre. Accompanied by the Secretary General of the Higher Defense Council Major General Mohammed Al-Moustafa, he proceeded to the Bnou Barakat barracks.

During his speech, Manssi emphasized that this visit is not merely an inspection but a reaffirmation of the restoration of state sovereignty and authority without any external influence on matters of war and peace.
He stated, "We reiterate our position to reclaim state authority without partners in war and peace decisions, commending the government's efforts and valuing the sacrifices of the army despite challenging and limited resources."
He added, "The army has always been a symbol of dignity, sacrifice, and loyalty, uniting the Lebanese and serving as a safeguard for national unity. The army completes its tasks with precision, professionalism, and courage, unaffected by distractions or pressures."
Manssi emphasized that the sacrifices of the Lebanese army martyrs, who offered their lives for Lebanon's honor and dignity, would not be forgotten.

To the southerners, he said: "To our people in the south, we share in your pain and suffering, and we will not rest until the entire south is part of Lebanon again and the southern people return to their land."
Manssi concluded, "We stand firm in our principles, entrusted with your cause, and you will return to your homes. Be patient and resilient, for the time of justice is near, God willing."
