The three parties reaffirmed their commitment to taking practical steps to upgrade diplomatic ties, foremost among them the conversion of liaison offices into embassies and the appointment of ambassadors.
Sa'ar and Bourita are also set to engage in separate bilateral talks.
Economic Agreements by End of 2026
The agreements extended beyond diplomacy, with Israel and Morocco pledging to finalize investments protection and tax avoidance agreements by the end of 2026.
These measures aim to ease mutual investments and eliminate some legal and tax obstacles for businesses and investors, facilitating expanded economic and trade relations.
The two nations also agreed to exchange high-level visits in coming months as part of their efforts to bolster bilateral cooperation.

From Liaison Offices to Embassies
The upgrade in diplomatic representation holds special significance as Israel's official presence in Morocco still operates through a liaison office in Rabat.
In December 2020, Morocco and Israel announced the resumption of diplomatic relations, facilitated by a tripartite agreement involving Rabat, Tel Aviv, and Washington, amidst the regional momentum of the Abraham Accords.
Implementing the new agreement is expected to elevate relations to a higher level with full embassies and ambassadors, alongside expanded economic cooperation, official visits, and direct flights.
