Under the title "Iraqi Army Reveals Details of the Arrest of Al-Baghdadi’s Deputy," the Al Arabiya website reported that following the significant surprise disclosed by Iraqi Prime Minister Mustafa Al-Kadhimi on Monday regarding the arrest of the financial supervisor for ISIS outside Iraq and deputy of Abu Bakr Al-Baghdadi, the Iraqi army has revealed important details about his arrest. The Joint Operations Command confirmed that security forces have begun a new tactic to capture ISIS terrorists, noting that the operation to arrest Al-Baghdadi’s deputy, Sami Al-Jabouri, was a unique and purely Iraqi operation.
#### ISIS Breach
Major General Tahseen Al-Khafaji, spokesperson for the Joint Operations Command, stated that the Federal Intelligence and Investigations Agency previously succeeded in penetrating the ISIS terrorist organization in the Hamrin mountain range and provided important information that enabled the Iraqi Air Force to destroy terrorist hideouts and kill seven of its leaders. He added that "security forces have begun a new tactic to capture ISIS terrorists," explaining that "the National Intelligence Service carried out a unique operation that successfully lured Abu Bakr Al-Baghdadi’s deputy from another country and arrested him within Iraq." He also noted that "the arrest operation was carried out with significant security efforts and was a purely Iraqi unique operation," according to the Iraqi News Agency (INA).
#### Second Person After Al-Baghdadi
It is worth mentioning that Al-Jabouri is considered the second person after Abu Bakr Al-Baghdadi, and the United States has offered a reward of $5 million for information leading to his capture. He held several positions in the organization, including the head of security for ISIS in the areas of Sharqat and Zab in Salah al-Din. After the events of June 2014, he took over as the head of oil and gas for ISIS in Iraq and was the financial supervisor of the organization. At the end of 2015, he moved to Syria, where Abu Bakr Al-Baghdadi appointed him as the "General Oil and Gas Supervisor for ISIS" and he took over financial supervision after the death of Abu Ali Al-Anbari. By the end of 2017, at Al-Baghdadi's order, the so-called "Oil and Gas" division of ISIS was dissolved, and Sami Jassim became the financial supervisor of the organization.
