Four "French" Conditions for Lebanon to Implement

In his meeting with President Michel Aoun last week, the French presidential envoy tasked with following up on the Lebanese file, Pierre Doukan, stated that he came to Lebanon on the instruction of President Emmanuel Macron as part of an effort to encourage the Lebanese authorities to complete four required issues as prerequisites for a final agreement with the International Monetary Fund. These are: the law on restructuring banks, the capital control law, amendments to the banking secrecy law, and the approval of the general budget. Doukan clarified that the approval of these laws or some of them would serve as a gateway to the final agreement with the Fund if completed before the presidential election.
