Minister of Labor in the caretaker government, Mustafa Bayram, announced in a statement that "while he takes pride in belonging to the public sector, where he has served for more than 26 years with loyalty and dedication, he has volunteered wholeheartedly and diligently in addressing the legitimate and rightful demands of employees. He knows their pain because he is one of them and stands with them. He has made several proposals, both from himself and from other dear employees who are concerned about the public sector. He held a series of meetings with the Association of Employees and many administrative staff in an attempt to achieve two goals: First - to improve the conditions of employees through all available means, which is a right and not a favor from anyone. Second - to only halt and denounce the open strike (and he asks to note the word "open") without resorting to other legitimate pressure methods, as this harms the interests of people and undermines the trust between employees and citizens, especially since the timing is inappropriate as the government is caretaker and the budget project has not yet been approved, in addition to it harming current revenues (which are already low).
After all this effort, Minister Bayram, along with all who attended the meetings more than once, contributed to proposing quick, rescue-like solutions, namely: 1- Paying a social assistance amount equivalent to a salary starting from July, not less than 3 million and not exceeding 6 million. 2- Raising the transportation allowance for each attendance day to 95 thousand, similar to the private sector. (This corresponds to the employee attending two days a week at their office, facilitating the necessary interests of people and ensuring continued revenue to the treasury to secure the salaries of the employees themselves). 3- Requesting to raise the budget for the State Employees Cooperative six times for healthcare and five times for the education grant (this will be requested for an increase in the budget). 4- The Minister of Labor requested a similar increase for social security to provide justice for contractors and those subject to it. And other matters allowed by the current financial situation of the state.
He concluded: "However, in light of certain insults and doubts expressed by groups of employees, I announce my complete resignation from this file after exhausting all my efforts and committing only to the powers of my ministry related exclusively to those subject to labor law. I urge anyone with any general employment inquiry to refer to the Prime Minister and the Minister of Finance, among others concerned, apologizing for that as I will not accept to bear the burning ball of fire and remain adamant about clearing my conscience before God and the people, wishing all the best to dear employees and hoping they are not in conflict with people."
