EU foreign ministers must still give their final approval this month before the EU can start adding individuals and entities to the list. A draft resolution on Friday indicated that the United States, the United Kingdom, Norway, and Germany plan to submit a request to the United Nations Human Rights Council to conduct an investigation into alleged atrocities committed in Sudan, which involved killings based on ethnicity.
