The appointed governor of the Kherson region, Oleksandr Prokudin, announced on Sunday that Russian forces shelled three small boats transporting elderly residents to safety from flood-affected areas in southern Ukraine, resulting in the deaths of three people and injuries to ten others. Prokudin stated that Russian troops are "deliberately trying to disrupt rescue efforts." He added to Ukrainian television, "Today... terrorists fired upon three boats used to rescue 21 people from the flooded (eastern) bank." He continued, "Almost all of them are elderly and have limited mobility. Russian soldiers fired at their backs."
