Ukraine likened Russia to the Islamic State organization (ISIS) on Wednesday, urging the International Criminal Court to investigate after a video circulated online apparently showing Russian soldiers filming themselves beheading a Ukrainian prisoner of war with a knife. Reuters could not immediately verify the authenticity or source of the video circulating on social media, which showed a man in military attire beheading another man wearing a yellow armband similar to those used by Ukrainian soldiers. The Kremlin described the video as "horrific" but stated that its authenticity must be verified. Moscow has previously denied that its soldiers committed atrocities during the conflict. Ukrainian President Volodymyr Zelensky stated in a video message, "There is something that no one in the world can ignore: how easily these monsters kill." He added, "There will be legal accountability for everything. It is essential to defeat terrorism." Ukrainian Foreign Minister Dmytro Kuleba tweeted, "A horrific video is circulating online showing Russian forces beheading a Ukrainian prisoner of war." In Moscow, Kremlin spokesman Dmitry Peskov told journalists in a briefing, "First of all, in the world of fake things we live in, we need to verify the authenticity of these clips."
