Stern emphasized that the settlers in the north "are well aware of this today... we suffer from the consequences of the failure of the agreement," considering that "it is clear that other agreements will also not succeed, as one cannot trust the enemy. They are not negotiating partners, and they cannot be deterred." Stern stated that "in order to tell the residents that they can return to their homes, Hezbollah must be pushed away from the border, and the threat of daily gunfire must stop."
