The Palestinian Islamic Resistance Movement (Hamas) has proposed a ceasefire to end the ongoing conflict in Gaza, which has lasted for four months. Israel stated that it is considering the proposal. According to the proposal reviewed by Reuters, the goal is to halt military operations, ensure a sustainable de-escalation, exchange hostages and prisoners, end Israel's blockade of Gaza, allow displaced people to return home, and increase humanitarian aid. Below are the details of the proposal:
**First 45 Days:**
- A temporary halt to military operations and aerial reconnaissance.
- The repositioning of Israeli forces away from populated areas throughout the Gaza Strip.
- The release of all Israeli hostages, including women and children (under 19 years old and not enlisted), the elderly, and the sick.
- The release of Palestinian women, children, the elderly, and the sick from Israeli prisons.
- Agreement to release 1,500 Palestinian prisoners, including 500 selected by Hamas, who have received long sentences or life imprisonment.
- An increase in humanitarian aid to all areas in the Gaza Strip, including the northern region, and the return of displaced people to their residences throughout the Strip.
- The reconstruction of hospitals across the Strip and the introduction of necessary supplies to establish camps/tents to shelter the population, resuming all humanitarian services provided to the population by the United Nations and its agencies.
**Second 45 Days:**
- Completion of indirect negotiations on the requirements necessary for the continuation of mutual military operations halt and a return to complete calm, to be announced before implementing the second phase.
- The release of all male detainees (both civilians and enlisted) in exchange for a specified number of Palestinian prisoners.
- Continuation of the humanitarian procedures from the first phase in Gaza.
- Withdrawal of Israeli forces from all borders of the Gaza Strip.
- Initiation of comprehensive reconstruction efforts for houses, facilities, and infrastructure destroyed in all areas of the Gaza Strip, according to specific mechanisms to ensure implementation and a total end to the blockade on Gaza.
**Third 45 Days:**
- Exchange of remains and bodies of the deceased from both sides after identification.
- Continuation of humanitarian procedures from the first and second phases, according to agreements reached in the first and second phases.
