Decision by the Governor of North Lebanon Regarding Syrian Refugee Movements

The Governor of North Lebanon, Judge Ramzi Nahra, issued a decision requesting municipalities and village leaders in areas without municipalities to monitor the movements of Syrian refugees and take immediate necessary actions to remove all encroachments and violations on public and private properties. The decision states:

"Following the previous circulars issued by the Minister of Interior and Municipalities, especially Circular No. 42 / M. dated 2022/5/2 and Circular No. 74 / M. dated 2023/9/12, and based on the Cabinet decision No. 1 dated 2023/9/11, and in the interest of public welfare, it is requested from the Mukhtars to communicate to the municipalities and village leaders in areas without municipalities to comply with the following:

1. Prevent any gatherings of Syrian refugees and work to control their movements, reporting any suspicious activities immediately to carry out the necessary investigations.

2. Conduct an immediate survey of the Syrian refugees residing within the municipal boundaries and create a database about them as quickly as possible, updating their information periodically and continuously.

3. Take immediate necessary actions to remove all encroachments and violations on public and private properties and infrastructure, and request support when necessary.

4. Completely prohibit Syrian refugees from driving unlicensed private and public vehicles, subject to confiscation and seizure.

5. Fully ban the circulation of unlicensed motorcycles and control and seize them, as well as prohibit all Syrian refugees from moving around completely from 8 PM to 6 AM.

6. Be strict in suppressing violations related to commercial establishments operated within the municipal scope by Syrians without the necessary licenses, organizing violation reports against them and warning them to close immediately. If they do not comply, report for sealing with red wax and refer the violators to the competent judiciary, providing us with copies of the violation reports and the procedures taken in this regard."
