## French Proposal Text for Security Arrangements between Israel and Lebanon

"Asharq Al-Awsat" publishes the unofficial translation of the 'revised' French document that Lebanon officially received a few days ago, which was also the subject of meetings of French Foreign Minister Stéphane Séjourné in Tel Aviv:

"The escalation of military tensions since October 8 near the Blue Line has severely affected the security and lives of civilians and destroyed various infrastructures. To prevent escalation that threatens to spiral out of control, possibly leading to regional conflict, and as a reminder of the ceasefire understanding between Israel and Lebanon signed on April 26, 1996, the following steps can be taken to de-escalate. The goal will be to impose a possible ceasefire when conditions are suitable, aimed at ensuring the effective implementation of UN Security Council Resolution 1701, which remains the basis for stability along the border.

A monitoring group could be formed consisting of the United States, France, Lebanon, and Israel, tasked with monitoring implementation and dealing with complaints that may be submitted by the parties, according to the following temporary arrangement:

### Phase One

**Lebanese Armed Groups**

- Cease military operations by Lebanese armed groups within Israel and in the disputed areas.

- Refrain from launching attacks against UNIFIL personnel or facilities.

- Ensure freedom of movement for UNIFIL, including allowing them to patrol all populated and unpopulated areas in southern Litani without any restrictions.

**Israel**

- Cease military operations inside Lebanon, including airstrikes on Lebanese territory.

- Refrain from any actions that endanger UNIFIL personnel or facilities.

- Ensure freedom of movement for UNIFIL, including stopping the closing of aircraft radars on UNIFIL naval vessels.

**UNIFIL**

- Monitor the cessation of hostilities on the ground.

- Increase the number of patrols and redeploy along the Blue Line to ensure effective respect for the cessation of hostilities and subsequent commitments by the parties.

### Phase Two (to be implemented within 3 days)

**Lebanese Armed Groups**

- Dismantle all facilities, services, and centers close to the Blue Line, including containers, small towers, and tents.

- Withdraw combat troops, including the 'Resistance' militias and military capabilities, including deep fire capabilities and anti-tank systems, to a distance of at least 10 kilometers north of the Blue Line.

**Israel**

- Cease air sorties over Lebanese territory.

**Lebanon**

- Resume Lebanon's participation in meetings of the UNIFIL tripartite mechanism.

- Begin deploying approximately 15,000 Lebanese Armed Forces soldiers in southern Litani, including along the Blue Line with support from UNIFIL and concerned international partners.

- Support the deployment of the Lebanese army south of the Litani River in accordance with Resolution 1701 and provide logistical support (fuel, food, and medicine).

**UNIFIL**

- Resume participation in meetings of the tripartite mechanism.

- Reconvene the tripartite mechanism.

- Support the deployment of the Lebanese army south of the Litani River in accordance with Resolution 1701, providing logistical support (fuel, food, and medicine).

### Phase Three (within 10 days)

- Lebanon and Israel (with the support of UNIFIL) resume negotiations on delineating Lebanon's land borders gradually, based on negotiations that took place in 2017, focusing first on areas that have already been discussed within the framework of the UNIFIL tripartite mechanism in 2018.

- Enter into negotiations on a roadmap to ensure the establishment of a zone between the Blue Line and the Litani River free of any individuals or armed groups and assets and weapons, except those belonging to the Lebanese government and UNIFIL.

Simultaneously, an international effort can be made in the form of a support group comprising interested partners aimed at:

- Supporting the deployment of the Lebanese armed forces in southern Lebanon (funding, equipment, and training).

- Supporting social and economic development in southern Lebanon."
