An American senior official has disclosed to the "New York Times" what is said to be the full text of the Memorandum of Understanding between the United States and Iran. This agreement aims to cease hostilities, reopen the Strait of Hormuz, and initiate a new negotiation path regarding Iran's nuclear program.
According to the official, the agreement text was recited during a conference call with journalists under White House rules, titled the "Islamabad Memorandum" between the U.S. and the Islamic Republic of Iran.
The agreement includes these key commitments:
1. Immediate and Permanent Ceasefire: The U.S. and Iran, alongside their allies, declare an immediate cessation of military operations on all fronts, committing not to initiate future hostilities.
2. Respect for Sovereignty: Both nations commit to respecting each other's sovereignty and refraining from interfering in one another's internal affairs.
3. Final Agreement Negotiation: A final agreement is to be negotiated within 60 days, extendable by mutual consent.
4. Lifting of Blockade: The U.S. will start lifting maritime blockades on Iran, to be completely removed in 30 days, while Iran gradually restores pre-war navigation levels.
5. Safe Passage for Ships: Iran will ensure safe, toll-free passage for 60 days for commercial ships, while engaging in discussions on the Strait of Hormuz management.
6. Reconstruction Plan: The U.S. and regional partners will formulate a $300 billion plan for Iranian reconstruction within 60 days.
7. Ending Sanctions: All sanctions, including U.N. and U.S. unilateral sanctions, will end under an agreed timeline.
8. Nuclear Assurance: Iran reaffirms not pursuing nuclear weapons, agreeing on a mechanism for stored enriched materials under IAEA supervision.
9. Maintaining Status Quo: Until a final agreement, both parties will maintain the status quo, with Iran preserving its nuclear program’s current state.
10. Oil Export Permits: The U.S. will allow Iranian oil exports under Treasury exemptions until sanctions are fully lifted.
11. Access to Frozen Assets: Iran will gain access to frozen assets fully, with procedures to be agreed upon in negotiations.
12. Implementation Mechanism: An executive mechanism will monitor the implementation of the memorandum and future compliance with the final agreement.
13. Exclusive Negotiations: Exclusive negotiations will begin for remaining points post-implementation of initial clauses.
14. U.N. Security Council Adoption: The final agreement will be adopted as a binding resolution by the U.N. Security Council.
