U.S. President Donald Trump has hailed a groundbreaking development in the stance of Hamas and other armed factions in the Gaza Strip, labeling it a “historic breakthrough” following their announcement of agreeing to disarm and transfer civilian and security power.
During a briefing at the United Nations Security Council, Nikolai Mladenov, the Senior UN Peace Envoy for the Gaza region, criticized the ongoing Israeli attacks on civilians, describing them as “unacceptable and unjustified,” and calling for an immediate halt to military operations.
Mladenov stated, “President Trump has described this as a breakthrough, and it is indeed a historic one. For the first time, Hamas and the armed factions in Gaza have agreed to disarm and transfer full authority, both civil and security, to a United Nations-recognized transitional administration.”
His statement follows the announcement by the “Peace Council” of a draft “roadmap” consisting of 15 points focusing on disarmament and the transition to civilian governance.
Under this framework, the “National Committee for Gaza Management,” comprising technocrats and independent professionals, will be responsible for managing public services, policing, and weapon storage. The withdrawal of the Israeli military to beyond the “yellow line” is contingent on the full verification of the disarmament process.
The arrangements outlined in the “Sharm El-Sheikh Protocol” serve as the essential reference for these steps, as it is the agreement established to end the conflict, form a technocratic administration, and begin immediate reconstruction, while also setting a clear timeline for military withdrawal and disarmament.
