A statement issued by the media office of caretaker Prime Minister Najib Mikati reads: "In response to the comments that followed the letter sent by His Excellency Prime Minister Najib Mikati to all ministries and public administrations urging them to comply with and adhere to the circular issued by the Public Prosecutor at the Court of Cassation, Judge Jamal Al-Hajar, we clarify the following:
First: The Prime Minister is constitutionally and legally authorized to issue circulars and disseminate them to all ministries and administrations.
Second: In exercising this authority, the Prime Minister received a written correspondence from the Public Prosecutor at the Court of Cassation, Judge Jamal Al-Hajar, requesting the dissemination of his letter to the administrations and ministries concerning the administrative aspect that does not pertain to judicial notifications. This is purely an administrative procedure with no ambiguity. Hence, the Prime Minister did not intervene at all in any matter concerning the substance of the letter and the decisions made by the Public Prosecutor, particularly in relation to judicial notifications that are disseminated by the Public Prosecution and take effect immediately upon being issued and notified to the relevant parties. His role was limited to disseminating the content of the request from the Public Prosecutor regarding the administrative aspect as mentioned, thus the need for clarification."
