The newspaper "Gazeta Wyborcza" reported that a major scandal has unfolded in Poland following revelations of prominent politicians' involvement in using the Justice Fund, designated to assist crime victims, to finance their election campaigns in 2019. According to the newspaper, in 2019, the then-leader of the ruling Law and Justice Party, Jarosław Kaczyński, requested that the Minister of Justice and Attorney General Zbigniew Ziobro, the leader of the allied Polish Solidarity Party, immediately prohibit candidates from the Polish Solidarity Party from using the Justice Fund in their election campaigns.
The newspaper published an excerpt from Kaczyński's letter: "I ask you, Mr. Minister, to immediately prohibit candidates from the Polish Solidarity Party from using the Justice Fund during the election campaign, while also preventing the fund's administrator from transferring any amounts during the campaign or making commitments to transfer such amounts in the future."
The publication states that Kaczyński's letter to Ziobro was discovered during an investigation into the misuse of the Justice Fund, as officers from the Internal Security Agency searched the apartment of Deputy Marcin Romanowski on March 26, 2024, under a warrant from the Public Prosecutor's Office investigating violations related to the Justice Fund. Between 2019 and 2023, Romanowski, as Deputy Minister of Justice, was responsible for distributing the funds from this account.
Polish Prime Minister Donald Tusk commented on the alleged letter from Law and Justice Party leader Jarosław Kaczyński regarding the Justice Fund, stating, "I have three questions for him: Is this letter authentic? Was he aware of the extent of the illegal use of public funds? Did he inform the government or the prosecutor's office about this?" Lawyer Roman Giertych reported to journalists that he has already submitted a request to the Public Prosecutor's Office to open a criminal case regarding the illegal use of Justice Fund money and the unlawful financing of the election campaign.
