Hiba Nasr, Bureau Chief for 'Al-Sharq' in the United States, has released the text of the security annex between Lebanon and Israel. It details experimental zones in the southern sector of the Litani River as part of a four-phase military planning operation. This operation includes clearing the area of non-governmental armed groups and their infrastructure, verified by an agreed-upon third party, followed by the Lebanese army assuming full operational control. The Lebanese state is to lead reconstruction efforts with international support in coordination via political pathways.
The annex specifies that the Lebanese army will be responsible for leading this mechanism, with its success measured by the verifiable execution of the agreed disarmament and dismantling process. It also calls for the establishment of a Lebanese Military Coordination Group (MCG4L) to work continuously, managing operations to prevent clashes, verify actions, and report to political authorities in Lebanon and Israel via indirect military channels.
The annex includes a commitment by the Lebanese army to implement necessary operational measures to ensure the disarmament of Hezbollah and all other non-governmental armed groups, and to prevent them from having any military role or capability within Lebanon.
It further states that once the agreed upon and verifiable disarmament and dismantling process is completed, Israel commits to a gradual reduction of its forces from Lebanese territories and a redeployment according to a plan and sequence set by the Lebanese Military Coordination Group, coinciding with the Lebanese army's deployment.
The annex aims to restore full authority of the Lebanese state over all its territories and ensure long-term Israeli security. It includes provisions for regular reviews of the implementation facilitated by the United States, allowing for amendments by mutual agreement, and resolving any disputes over interpretation or execution through trilateral discussions.
